Vision and Philosophy of Pannasastra University of Cambodia

1. Paññ?s?stra University of Cambodia (PUC) envisions a world at peace, where non-violent means are used to resolve conflicts beginning with individuals, societies, governments, and extending to the community of world leaders in the context of international relations.

2. We envision a world where those in government and in positions of authority exercise their duties responsibly with compassion to defend and protect the people they serve, especially the poor, elderly, destitute, needy women and children.

3. We believe that education is the key to fulfilling this vision; as people are well-educated, they are empowered to participate and contribute more fully in the life of society. Education is the foundation of individual’s character building. Only education could provide professional skills and mental, intellectual, spiritual, and wisdom development, which will in turn generate genuine peace and sustainable progress for a prosperous nation.

It is in the context of this vision that the Royal Government of Cambodia accorded the highest priority to education and health care sectors through the implementation of its Rectangular Strategies in the last two mandates.  

To this end, PUC strives to deliver quality education that is attainable by, and responsive to the needs of the people of Cambodia and that of the global community. We place special emphasis on quality research based education, studies of peace, conflict resolution, development, moral and ethical conducts as well as social responsibility.

Mission Statement of Pannasastra University of Cambodia

PUC was initially established in 1997, but was not in operations until January 1 2000, the beginning of the new Millennium. PUC is a private institution for higher learning. It was founded by a group of Cambodian expatriates from the United States of America, whose objectives are to contribute to the development and enhancement of Cambodia’s human resources; and to play an active role in the “nation building” process for future generations. PUC was established to fulfill the following missions:

1. Improving the quality of life and build the capacity of the people of Cambodia and that of the region -- through the teaching of profession, high morality, ethics, social responsibility and wisdom;

2. Providing high-quality academic study and research;

3. Promoting international standards for higher education in business, management, economics, law and government, humanities, science, communication, medicine, and culture;

4. Facilitating training of professionals who wish to continue their technical and intellectual growth through advanced education and specialized fields of research and development;

5. Building a strong teaching profession capable of delivering quality education and forming new scholars, academicians, engineers, and scientists in order to enhance the quality of life in our society;

6. Transferring technology from advanced and developed countries; and

7. Becoming a leading institution for research and study in Cambodia and in the region, recognized for the high quality of faculty, students, and contributions to the peace and development of the region;

8. Fostering development, strengthening peace, cooperation, mutual understanding, and implementing peaceful means of conflicting resolutions on local, regional and global levels;

9. Fostering the spirit of loving-kindness, compassion, high moral conduct and respect of human values; and

10. Building leadership for future generations.

PUC Commitment to Excellence is implemented through the five following commandments:

We are committed to excellence in quality of our staff, and we will continue  fostering personal and professional development of our staff to be knowledgeable, kind, courteous, helpful, honest, trustworthy and sincere with our customers, along with strong teamwork, good cooperation and high accountability;

3. We are committed to excellence in quality of our programs and service, and we will constantly improve our programs and deliver our service promptly, fairly and ethically with awareness of customers’ strength, ability, and needs;

 4. We are committed to always treating  everyone  (internal or external customer) as we wanted to be treated;

5. We are committed to serving our customers to the best of our knowledge and ability with loving kindness in our heart and always with a smile on our face.

 

Academic Programs of Pannasastra University of Cambodia

From the admission of our first class in January 2000, Paññ?s?stra University of Cambodia (PUC) has taken its role – to educate and empower the future leaders of this transitional democracy – most seriously.  PUC strives to provide top quality instruction and to play a leadership role in local, national, regional, and gets involved in global affairs.  Our faculty is drawn from many parts of the world, along with Cambodian expatriates. PUC is the only university in Cambodia – and one of a selected few in SE Asia - to offer all instructions in English, except Khmer Culture and Khmer Literature, which are required for Cambodian natives in undergraduate programs. Paññ?s?stra University of Cambodia is a private institution and is fully accredited and authorized by the Royal Government of Cambodia to award bachelors, masters and doctoral degrees in the following faculties:

Institution and International Cooperation

PUC is the first higher learning institution in Cambodia that provides English based education in all subjects, and is officially authorized and accredited by the Royal Government of Cambodia to grant degrees in Bachelors, Masters, and Ph.D. to qualified students. PUC adopts international standard curriculum generally used by American and other developed countries’ colleges and universities (combining General Education and Foundation Courses with Major Core subjects). This academic model assures that credit units and degrees earned at PUC will be recognized by and equivalent to those of other accredited universities abroad.

From our founding, we have taken our role most seriously to educate and empower future leaders. PUC strives to provide top quality instructions and to play a leadership role in local, national, regional, and global affairs. Our faculty members are drawn from business, government, NGO, and academia from around the world, including the US, Canada, Australia, New Zealand, United Kingdom, Germany, France, Japan, India, the Philippines, etc. 

In order to integrate our graduates into the ASEAN and international community, we use English as our primary vehicle of learning.  Indeed, PUC is the only university in Cambodia to offer all instructions and textbooks in English. That is the reason why in ten years, we are very well known in the region, and are recognized as the most competitive higher learning institution in Cambodia for degree seekers. However, each year student enrollment is growing so fast that we cannot absorb all the demand, but select only a reasonable number among the best candidates. This is in order to maintain good quality instructions through adequate preparations and planning.

PUC is working in academic and technical cooperation with several American universities (i.e., University of Massachusetts at Lowell, Troy University of Alabama, California State University System represented by California State Fullerton, Long Beach and Dominguez Hills...) and many other well know universities in Italia, Australia, India, China, Japan, and Republic of Korea.
